Ricardo Prelhaz

Ricardo Prelhaz is the founder of Prelhaz Advogados, a Portuguese law firm created in 2014. His professional career gathers very distinctive and diverse experiences, not only in national and international law firms, but also in the public sector, which allow him to have a global perspective on the client’s issues and has a positive influence on the work philosophy developed in the office.

Ricardo is graduated in Law by the Faculty of Law of the University of Lisbon (2003) and was admitted to the Portuguese Bar Association in 2005. Ricardo is Post-Graduated in Public Procurement Law, Planning and Urban Law and in International Trade Law.

Ricardo’s career started in the Lisbon office of Uría Menéndez – Proença de Carvalho, having also worked in Barcelona offices of the same law firm.

Later, Ricardo worked as a legal advisor to His Excellency, the Secretary of State for Public Works and Communication Office, where, among others, he monitored the legislative process of drafting and approval the Public Procurement Code and its regulation, the new legal structure and financing model of the Portuguese freeway concessions and the new model of airport management concession, having furthermore, consolidated his experience in the areas of Public and Administrative law, in particular in the field of public procurement, concessions, public-private partnerships.

Before starting his current professional project in Prelhaz Advogados, Ricardo has also been a lawyer at PLMJ – Sociedade de Advogados, R.L., having worked in the areas of Public Law, Public Procurement, Administrative Litigation, Tourism and Planning and Urban Law.

Besides being a lawyer, Ricardo coordinates and lectures in several post-graduation courses and seminars in the areas of Public Procurement, Administrative Litigation, Tourism and Planning Law. He is also a teacher of Administrative Litigation, in the internship course of the Portuguese Bar Association addressed to the trainee lawyers admitted to the Bar.
