Osaro is one of the Founding Partners of Perchstone & Graeys. He is also the Managing Partner of the firm and currently leads its Banking & Finance and Dispute Resolution Groups. He was admitted to practice in England and Wales in 1989 and later admitted to practice in Nigeria in 1991. He is renowned for the depth of his knowledge of the law and has, over the course of his career, distinguished himself in a string of notable transactions.
Over the course of his career, Osaro has been opportune to develop competence in various specialized fields, including Banking & Finance, Bankruptcy & Insolvency, and the fiscal regime in the Oil and Gas sector. His diverse and robust background gives him sufficient experience required to proffer dynamic and flexible advice to clients, particularly with respect to contentious and non-contentious legal issues. Osaro played a pivotal role within the Financial Systems Strategy (FSS) 2020 Committee in the review of pending Bills in the financial sector. By virtue of his extensive and dynamic work with the FSS and the signing into law of the “Secured Transactions in Movable Assets Act” in 2017, Osaro was recognized alongside his team, by His Excellency, the former Vice President of the Federal Republic of Nigeria, Professor Yemi Osinbajo, for their contribution to the Presidential Enabling Business Environment Council (PEBEC). Their collaborative efforts resulted in Nigeria’s elevation by 24 points in the World Bank’s Comparative Analysis of the ease of doing business in 2017.
Osaro has been working assiduously to introduce a framework for the sale and purchase of performing bank assets. He has been an advocate for the introduction of a law that will reinforce those principles, hence he has been instrumental in the creation of the Factoring Bill. His contributions to the implementation of the Factoring Bill led to his appointment as the Co-Chairman of the National Factoring Working Group chaired by the Director of the Debt Management Office, Patience Oniha.
A notable speaker, Osaro has made presentations to select audiences on Securitization, Financial Derivatives, and the Capital Market. He delivered a paper at the 14th National Seminar on Banking and Allied Matters for Judges, on Legal Issues in Credit Administration in the Electronic Platform. He facilitated the 1st diet of the African School of Bonds and Securitization (ASBS) held in Accra, Ghana which also had Mr. Vinod Kothari, a renowned international finance expert as the training director. At the 2nd diet organized especially for the Central Bank of Nigeria (CBN) and directed by Prof. Penn of Sidley Austin LLP, another renowned international finance expert, Osaro facilitated the local law perspectives of Securitization, Covered Bonds, and Liquidity Facility. At the 3rd diet, again specifically organized for the CBN, he took on a larger role as training director with the support of the Firm’s Banking & Finance team.
Osaro has also been invited to speak at workshops organized by the CBN/FSS 2020 on Capacity Development on Securitisation of Asset-Backed Securities and potential use cases for securitization by the Federal Government of Nigeria. He was also a Panellist at the CIBN Advocacy Dialogue Series where he spoke on non-performing loans and the Global Standing Instruction (GSI) Policy highlighting their impact on financial stability. Additionally, Osaro contributed to a discuss on combating corruption and illicit financial flows at the Africa Regional webinar in commemoration of the ICPC 20th Anniversary. Furthermore, Osaro’s dedication to financial education and awareness was evident as he spoke at Nigeria Deposit Insurance Corporation (NDIC) annual sensitization seminar for the court of appeal justices.
Osaro is also a key member of the team of Joint Legal Advisers to the Debt Management Office for the Promissory Note Issuance Programme for the restructuring of Nigeria’s N3.4 trillion legacy debt.
