Panama is home to 192 companies under the SEM regime, bringing together headquarters of multinational corporations from various countries and sectors. The United States leads the list with 37 companies, followed by China with 18. The regime aims to attract investment, create jobs, and promote training, innovation, and knowledge transfer. But what does SEM actually mean, and what impact does it have on Panama?
What Does SEM Mean?
SEM stands for Multinational Headquarters (Sedes de Empresas Multinacionales in Spanish). It is a special regulatory framework that allows transnational companies to set up their regional operations in Panama to carry out key business activities, such as:
Regional management and administration
Logistics
Research and technology
Specialized services
The primary objective of this legal framework is to attract foreign investment and multinational companies to the country, driving job creation, skills development, innovation, and knowledge transfer to the local economy.
Where Do These Companies Come From?
According to the updated May 2026 registry from the Ministry of Commerce and Industries (MICI), the 192 companies under the SEM regime hail from various markets across the Americas, Europe, Asia, and other regions.
The top countries of origin include:
United States: 37 companies
China: 18 companies
Switzerland: 14 companies
Netherlands: 13 companies
Panama: 13 companies
Job Creation and the Challenge Ahead
The impact of the SEM regime on Panama’s labor market is reflected in its employment metrics:
In 2024: SEM companies accounted for 8,359 direct jobs.
During 2025: The regime attracted 13 new multinational headquarters.
By early 2026: It accumulated a total of 10,000 historical registered jobs.
(It is worth noting that these figures represent different metrics and do not indicate a direct growth trajectory from 8,359 to 10,000 direct jobs).
The Real Challenge
The ultimate goal for Panama goes beyond increasing the number of corporate headquarters. The real challenge lies in converting this strong multinational presence into quality jobs, continuous training, innovation, and meaningful opportunities for local talent.
