Already as of 1 January 2023, all legal entities – private and public limited liability companies, associations, foundations and other legal entities registered in the registers in Latvia – are obliged to register and use an official e-address or digital mailbox.

E-address may be created in two ways – on the portal Latvija.lv or through integrating the solution into the document management system by submitting an application to the State Regional Development Agency. The e-address may be accessed using the portal Latvija.lv by electronic identification – with personal identity card (eID card), mobile app eParaksts Mobile or eParaksts card. The application for the creation of the e-address must be signed with a secure digital signature.

It should be noted that a document sent to the e-address is considered notified on the second business day after its sending, regardless of where the recipient is located. The primary means for the communication between a state institution and a person will be the e-address. Therefore, the e-address account should be monitored regularly.
