Ms. Roberts, the firm’s founder, attended the University of Geneva, Switzerland, and graduated from Smith College Magna Cum Laude with High Honors in History (B.A. 1977), where she was admitted to Phi Beta Kappa. She holds law degrees from Harvard University (J.D. 1980), Cambridge University (LL.B. 1981), and New York University (LL.M. (executive) in Tax 2016). At Harvard she was Developments Editor of the Harvard Journal of International Law and Editor-In-Chief of the Harvard Law Record (newspaper). She studied at Cambridge University on a Frank Knox Memorial Scholarship awarded by Harvard University.
Previously, Ms. Roberts was in private practice in London and Washington, DC with the law firm of Gibson, Dunn & Crutcher (1981-1985), served as an attorney-advisor in the U.S. Treasury Department’s Office of Tax Policy in Washington, DC (1985-1988), was Chief Counsel to the U.S. Virgin Islands Bureau of Internal Revenue (1988-1995), and was General Counsel, Vice President, and Director for Globalvest Management Company, LP, a St. Thomas-based investment company managing investments in Central and South America and Russia through offshore funds (1995-1999).
Ms. Roberts has written many articles on international taxation and offshore and mutual funds and has spoken at conferences on taxation in Central America and the Caribbean, Virgin Islands investment laws, captive insurance companies, international estate planning, offshore and mutual funds, residency, and other tax matters. Her firm is rated AV by Martindale-Hubbell and Ms. Roberts is one of four “Band 1” attorneys in the U.S. Virgin Islands as ranked by Chambers and Partners. Ms. Roberts was the featured member of ABA Section of Taxation in the December 2010, eNEWS, highlighting Ms. Roberts for her commitment the Section of Taxation and its work.
Taylor W. Strickling works with Ms. Roberts in representing clients moving to Puerto Rico and participating in Puerto Rico’s economic incentive programs. Mr. Strickling earned his Juris Doctor from the Georgetown University Law Center and his Bachelor of Science from the Massachusetts Institute of Technology. Before joining Marjorie Rawls Roberts, P.C., in 2016, he served as the inaugural Chair of the Department of Law at the American University of Afghanistan in Kabul and clerked for the Hon. Kathleen Y. Mackay at the Superior Court of the Virgin Islands. During law school, Mr. Strickling was a recipient of the David L. Boren Graduate Fellowship, which he used to study Islamic law and Arabic language in Morocco. He also has three years of experience serving as a government budget analyst with the National Park Service and the Illinois Governor’s Office of Management and Budget.
